South Eastern Kenya University (SEKU) today hosted a stakeholder consultative meeting to deliberate on the Draft Universities (General) Regulations, 2026 and facilitate the University's submission of memoranda to the Ministry of Education through the Commission for University Education (CUE)
The meeting, brought together members of the University Management, academic staff, administrative staff, and other key stakeholders to review the proposed regulations and provide input on issues affecting the higher education sector.
The consultative forum was convened following a public notice issued by the Ministry of Education inviting stakeholders to participate in public consultation and submit memoranda on the Draft Universities (General) Regulations, 2026 and the Notification of the Regulatory Impact Statement under the Statutory Instruments Act (Cap. 2A).
The meeting was officially opened by MS. Agnes Shikoli, Legal Advisor, State Department for Higher Education, which underscored the importance of stakeholder engagement in the formulation of policies and regulations that govern university education in Kenya.
The event was graced by the University Management led by the Vice-Chancellor, Prof. Eng. Douglas Shitanda. Also in attendance were the Kitui County Director of Education, Mr. Khalif Hassan, the Teachers Service Commission (TSC) Director for Kitui County, Ms. Margaret Kamau, representatives from educational institutions, government agencies, and other stakeholders in the higher education sector.
Participants reviewed various provisions of the draft regulations and discussed their potential impact on university governance, academic programmes, quality assurance, research, innovation, and overall institutional management. The deliberations provided an opportunity for stakeholders to share views and recommendations that will contribute to the development of a responsive and effective regulatory framework for higher education.
Speaking during the meeting, participants acknowledged the importance of public participation in policy development and reaffirmed the University's commitment to supporting reforms that promote quality, accountability, and excellence in higher education.
