DUTIES AND RESPONSIBILITIES OF DIRECTOR, ICT (GRADE 3) (OLD- GRADE 15):

1. Spearheading formulation and implementation of ICT policies, strategies and systems;
2. Spearheading management of ICT risk management in line with the Enterprise Risk Management (ERM) framework;
3. Directing the safe custody, access, and security of the Information Asset
4. Spearheading the development, tracking and control ICT annual operating and capital budget;
5. Spearheading the development, implementation, and maintenance of software applications;
6. Overseeing acquisition, installation and maintenance of ICT hardware, Enterprise Resource Planning Systems (ERP) and infrastructure systems ;
7. Providing leadership in technological innovations, analysis, Big Data analytics and re-engineering of business processes;
8. Identifying and developing the capability to use new tools, reshaping the enterprise's physical infrastructure and network access;
9. Spearheading the development and implementation of a working disaster recovery site and ICT business continuity plan in line with the SEKU Business Continuity Management Framework;
10. Overseeing the development and implementation of the ICT Governance Framework;
11. Ensuring accountability for the provision of all ICT infrastructure systems & support services; servers, local area network (LAN), telecommunications, remote access & Desktop support;
12. Ensuring that there is an effective and up to date Disaster Recovery Plan for ICT services;
13. Spearheading implementation of Quality Management System (ISO) procedures;
14. Overseeing the security of the ICT applications and infrastructure;
15. Spearheading technical knowledge transfer among directorate staff;
16. Ensuring that SEKU meets legal and contractual obligations relating to ICT resources, systems, services and usage, complying with regulatory requirements such as Data Protection Act of 2019 as well as Information and Communication Technology Authority (ICTA) standards;
17. Ensuring the existing equipment and business applications are leveraged and optimized;
18. Overseeing development of work plans for the directorate for approval;
19. Overseeing the design, establishment, and maintenance of a high availability network infrastructure for local and wide area connectivity and remote access;
20. Actively engaging Heads of Departments to ensure configuration and change management initiatives;
21. Assigning work, monitor and review performance of directorate staff;
22. Spearheading delivery of ICT objectives and overseeing ICT staff development by establishing a clear career path through coaching and mentoring within an optimal ICT structure;
23. Collaborating with business units towards anticipating market business trends and navigating the Organization around developing new technologies and innovations;
24. Interpreting vendor contracts and ensuring continuous delivery of ICT services through oversight of service level agreements with end users and service providers;
25. Scrutinizing the environment to identify, diagnose and mitigate information security threats;
26. Liaising with senior management to create a vision and development plan for ICT that supports SEKU’s initiatives and priorities;
27. Continuously reviewing ICT Infrastructure, making capacity recommendations for the improvement capacity of local ICT Systems in support of ongoing business operations & future requirements;
28. Ensuring that work and projects are delivered within agreed budgets;
29. Ensuring maintenance of accurate asset registers of physical and digital ICT assets
30. Ensuring proper management of mission critical corporate applications;
31. Leading vendor contract negotiations for maintenance of existing ICT related equipment, all new ICT equipment and software purchased for the Institution;
32. Ensuring effective and efficient use of ICT resources within the Institution;
33. Ensuring continuous delivery of ICT services through oversight of service level agreements with end users and service providers;
34. Driving the execution of the approved directorate work plans and budgets;
35. Overseeing the preparation and submission of periodic board and management reports for the directorate; and
36. Participating in various committees in the institution to realize corporate objectives.

B. DIVISION OF ACADEMICS, RESEARCH AND INNOVATION

1. LECTURER GRADE 6A (FORMERLY GRADE 12A)

SALARY SCALE

1. Basic salary: KES. 121,928.00 p.m- KES 187,710.00 p.m
2. House allowance: KES. 55,286.00 p.m
3. Commuter allowance: KES.13,000.00 p.m.

The successful candidates will be engaged on Permanent and Pensionable terms

JOB SPECIFICATIONS
The central role of the Lecturers is teaching & Supervision, research & innovation, and community outreach.
The key duties and responsibilities entail:

1. Lecturing in area of specialization in accordance with the syllabus;
2. Coordinating course projects and practical work;
3. Preparing teaching/learning materials;
4. Setting, invigilating and marking examinations/assignments;
5. Carrying out research work in relevant field or specialization;
6. Preparing students progress reports;
7. Developing proposals for research funding;
8. Writing journal articles and books;
9. Presenting academic papers in conferences/seminars/workshops or symposia;
10. Developing and reviewing academic programmes/curricula; and
11. Supervising Tutorial/Junior Research Fellows and students.
12. Undertake consultancies with local and international organizations within areas of expertise to enhance the image of the University;
13. Establish collaborative linkages and networks through communication, collaboration and participation for resource mobilization for the University;
14. Present research findings and innovations to international conferences in order to increase the visibility of the University and to influence international policy environment for improvement of life;
15. Engage with local and international stakeholders to establish linkages and networks in order to work together for the betterment of communities in various ways such as research and innovations;
16. Execute budgets for student field trips for academic exposure and the application of theory;
17. Control and manage research budgets to ensure accountability of allocated funds.

REQUIREMENT FOR APPOINTMENT

1. POST OF DIRECTOR ICT GRADE 3 (FORMERLY GRADE 15) IN THE DIRECTORATE OF ICT REF: SEKU/ADV/AD/01/02/2026 (1 POST) - RE-ADVERTISEMENT

1. Be a holder of a Master’s degree in any of the following disciplines: Information Technology, Computer Science, Business Administration, Software Engineering, ICT Project Management, Computer Engineering or any other equivalent qualification from a recognized Institution;
2. Have at least fifteen (15) years’ relevant work experience, four (4) of which must be at senior management level.
3. Have Leadership course lasting not less than four (4) weeks cumulatively.
4. Have IT Management or Information Security and at least four (4) of the following Professional certifications ( CISM, CEH, CompTIA Security+, CISSP, GSEC CompTIA Project+, CAPM, CGEIT, CSM, CISSP, COBIT, CCNP, CDCP, CCNA Cloud, CCNA Industrial/IoT, CCNA, MCSE, MCSA, MCSD, N+, A+ OCA, CISSP, Linux+, Network+, Microsoft Certified IT Professional (MCITP) )) or other equivalent qualifications from a recognized institution;
5. Project Management Certificate such as Prince2, PMP, Sure Step or equivalent qualification;

2. POST OF LECTURER GRADE 6A (FORMERLY GRADE 12A) IN THE DEPARTMENT OF NURSING SCIENCES, SCHOOL OF HEALTH SCIENCES REF: SEKU/ADV/AC/02/02/2026 (1 POST) - RE-ADVERTISEMENT

SPECIALIZATION: MEDICAL SURGICAL NURSING
a) Requirements for appointment.

For appointment to this position the candidate must have:

1. An earned PhD in Nursing Sciences with specialty in Medical Surgical Nursing or equivalent Degree qualification in the relevant area from an accredited University.
2. Be registered with Nursing Council of Kenya and with a valid practicing License.
